The ZHR focuses its research on highly topical and at the same time fundamental issues of higher education law and governance in the Austrian and European context.
Higher education law is a sub-area of science law and deals with the legal rules for state and private institutions of higher education. The higher education landscape has diversified significantly in recent years, not only in Austria but throughout Europe.
As a result, higher education law has also been expanded in terms of content and now includes university law, law on universities of applied sciences, law on private universities, etc., whereby the organizational, study and employment law aspects as well as the European and international dimension are included. Related subject areas are the law of (non-university) research and research funding.
Higher education governance and higher education management focus on the control, management and administration of universities and institutions of higher education as well as the higher education system as a whole. Due to the trends of Europeanisation, globalization and digitalization, the higher education system as well as higher education law is characterized by a dynamic development.
